Preheat oven to 350 degrees. Spray a 9×13 casserole dish with cooking spray.
In a large skillet over medium high heat, cook the ground beef with onion and celery until browned. Drain excess fat if desired. Stir in corn to ground beef mixture and set aside.
In a separate bowl, combine soups and milk, whisking to incorporate fully.
